NADF Partners with Convergence to Mobilize Institutional Private Capital for Nigerian Agribusiness

The Nigerian National Agricultural Development Fund (NADF) has established a new strategic blended finance framework to lower risk barriers and crowd institutional private capital into Nigeria’s agricultural sector. Launched in collaboration with Convergence Blended Finance, the state-backed development fund is positioning itself as an ecosystem convener to address the persistent financing deficits that restrain domestic agribusiness value chains. The initiative establishes a structured transactional model designed to transition agricultural financing away from an exclusive reliance on constrained public finances and standard development aid toward commercial market discipline.

The emerging capital stack places NADF as the catalytic anchor provider, using concessionary public capital and first-loss tranches to adjust the risk-return profile for commercial entrants. This de-risking structure targets institutional pools of capital currently sitting on the sidelines, specifically domestic pension fund administrators and insurance firms newly empowered by National Pension Commission (PenCom) guidelines that permit allocation to infrastructure bonds, private equity, and real estate. The framework places patient, risk-tolerant public resources at the base of the capital stack, creating a senior tranche capable of offering commercial returns aligned with the fiduciary requirements of the institutional fund managers.

This framework addresses the gap between the perception of agricultural risk and reality in Nigeria. Despite agriculture contributing approximately 30 to 35 percent of Nigeria’s gross domestic product and employment, the sector receives a fraction of commercial bank credit due to currency volatility, high transaction costs, and smallholder fragmentation. By institutionalizing blended structures, NADF seeks to change this, using credit enhancement tools to normalize agribusiness as a bankable asset class.

NADF is currently curating a pipeline of scalable, investment-ready agribusinesses to operationalize this framework. The immediate pipeline strategy dictates the structuring of at least one demonstrative blended finance transaction within the year, designed to establish a benchmark for risk-sharing, pricing, and execution mechanics in the domestic market. This pipeline focuses explicitly on mid-tier enterprises capable of processing raw output, driving local value addition, and absorbing institutional ticket sizes to demonstrate commercial viability to cross-border and domestic asset managers.
