Impact Investing Ghana and Savannah Impact Advisory’s New Framework Outlines Path for Mobilizing Domestic Capital in Emerging Markets

Impact Investing Ghana (IIGh) and Savannah Impact Advisory (SIA) have published a ‘Framework for Domestic Capital Mobilisation in Emerging Markets’, drawing on lessons from the development of the Ci Gaba Fund – Ghana’s first pension-backed fund-of-funds. The framework maps the critical dimensions required to channel domestic pension capital into productive investments, emphasizing that unlocking domestic capital is a multi-stakeholder, long-term endeavor.

Key enablers identified for building momentum include strong local leadership and coordination, such as the coordination provided by Impact Investing Ghana and Savannah Impact Advisory, targeted institutional capacity building particularly regarding the evaluation and allocation of alternative assets, and the strategic deployment of catalytic capital to seed the ecosystem. The framework also underscores the necessity of regulatory environments that allow institutional capital to flow into alternative assets without compromising fiduciary standards, alongside the creation of locally domiciled and regulated investment vehicles at both the Fund of Funds and VC levels.

It offers a structured roadmap for policymakers, investors, and ecosystem actors, providing actionable entry points to unlock domestic resources for SME development and regional economic growth.
